It's a bit of a stretch, but could it be Romas Kulkalis? Google turns up an edition published by Tower Books (New York) in 1981 with Kukalis credited as the cover artist, but a google image search does not bring up any cover varients other than the Ace version you've posted. Possibly a rare case of a US artist being used and not credited on the UK edition? Can't see any link between Tower and Act, but haven't searched much.

Incidentally, my copy of the book says that it was first published by Tower in 1981.
