I'm pretty sure the cover artist is Danny Flynn ("www.dannyflynn.com"). For one thing, his background technique is fairly distinctive (the detail and quality of the light rendering reminds me of Tim White), and for another he illustrated another Brian Stapleford title for NEL in 1989.
