I've found a few references to the Cover being by Tony Roberts, which I find highly credible given the style.

Tony Roberts was my first guess too - couldn't find a reference (though I didn't look very hard!)

Definitely Tony Roberts, as he confirmed in an old interview. IIRC it was actually painted as the cover of The Best of AE Van Vogt (which was released alongside the Leiber), and is meant to illustrate 'The Cataaa'.
